If the facility appears on the list, the next step in the process is to fill out the AASM accreditation compliant form, https://aasm.org/wp-content/uploads/2019/10/AccreditationComplaintForm2019.pdf
After completion of the form, the next recommended step is to begin the formal compliment process with the facility's compliance officer and the US Department of Health and Human Services (HHS) https://www.hhs.gov/hipaa/filing-a-complaint/index.html.
The AASM only has the authority to perform investigations as it relates to the Standards for Accreditation https://aasm.org/resources/standards-for-accreditation/
HIPAA compliances are determined by the appropriate parties (state health departments, medical boards, HHS). The organizations are responsible for making determinations on compliance to their regulations. Once those determinations are made the AASM can determine compliance to standards.
